Abstrat:

 

On the 30 November 2011 the European Commission presented a proposal for the new EU framework programme for research and innovation, to which a name was assigned for the first time (Horizon 2020, selected by online vote), and that will run from 2014 to 2020 with a proposed budget of approximately 87 b€.

Horizon 2020 will build on the success of the previous framework programmes and will dedicate funds to three strategic objectives: (1) support the EU’s position as a world leader in science, with an increase in funding to the successful European Research Council; (2) help secure industrial leadership, with a major investment in key technologies, a greater access to capital and support for SMEs; (3) address major concerns shared by all Europeans across key societal challenges, covering activities from research to market and with a new focus on innovation-related activities.

Simplification is a main goal. According to the Commission proposal, funding provided by Horizon 2020 will be easier to access thanks to a simpler programme structure, a single set of rules and a reduced time to contract.

This Commission proposal is now under discussion by the Council and the European Parliament, with a view to adoption before the end of 2013. From 2014, Horizon 2020 will officially take over from the Seventh Framework Programme (FP7). In mid-2012 some final calls for proposals under FP7 will be published bridging the gap between the two programmes.

The main objective of this presentation is to provide an overview of Horizon 2020 and an insight on the negotiations currently taking place at EU level. To consolidate and reinforce their strategic position in EU framework programmes, LAO researchers should be attentive to the challenges and opportunities offered by this programme.
